CT Global designed and implemented a performance management solution to integrate performance, cost, financial process and resource analytics into a single system.
The Challenge. The South Dakota Department of Transportation (SDDOT) lacked cost information to support key decisions such as equipment replacement. They also had difficulties meeting mandated budget cuts using the state financial system, as well as justifying spending requests to the legislature and governor. They were under pressure to cut cost, but did not know the extent and location of inefficiencies. The department did not adequately measure, track, manage and communicate performance information internally and externally.
The Solution. CT Global designed and implemented a performance management solution to address these issues. This solution integrated performance, cost, financial process and resource analytics into a single system. The system included strategy maps, balanced scorecards, activity-based costing, process improvement, budgets and equipment replacement and maintenance. The solution used SAS Cost and Profitability Management and SAS Strategy Management. Tangible benefits included cost savings in excess of $2.5 million on identified process improvements, and initial savings on the cost of replacing and maintaining equipment of $4-6 million. Intangible benefits included monthly reporting of cost information, and a comprehensive measurement and performance tracking system. The department won the Federal Highway Administration’s 2003 Award for Excellence in Right-of-Way for the CT Global performance management system.
